Over the last two years we've seen a growing problem with players in internet cafes, primarily from the Philippines, creating hundreds of accounts and ban evading, practically daily. I'm creating this post to hopefully share some info into how bans work and how internet cafes will be dealt with going forwards.
When we ban someone, we ban both the account and the IP address they're playing on, this prevents people from simply creating a new account and logging back in. Time and time again, we get ban appeals saying "Only ban account, don't ban IP" - I'm sorry to say but that's not possible, if you don't like not being able to play because one of your buddies used aimbot, maybe stop them from using aimbot? Asking for us to unban an IP and just ban an account won't change anything, so there's not a whole lot of point asking.
The future for internet cafes
Since every time a ban is made, new accounts get created from the same cafe, we'll be enforcing a new policy. While ANY account in the cafe is banned, new accounts may not be created. If accounts are found, we will assume they're ban evaders and ban them. As you can see from above, this will include anyone else playing on the IP.
Sorry it's had to come to this, but too much of our time is spent dealing with these cafes and not enough time on the rest of the players which deserve the time much more.
Feel free to post a comment if you have any questions.

Hopefully this is the last time for a while I have to bore you all with server status posts. Tonight we made some improvements to the system the server runs on. This hopefully means the annoying restart crashes are fixed and the game-month system can be re-introduced. More excitingly, it means we can go back to developing improvements for the server instead of dealing with crashes.
Thanks for your patience over the last few weeks, it's been a tough one to fix. Let me know if you have any issues though.

As you've probably noticed already, the server is currently offline or shows as being passworded.
We're currently trying to update the server which will hopefully fix the ongoing attacks on SA-MP servers as a whole, as well as trying to figure out why the server sometimes doesn't restart after the game month ends, and hopefully fix it.
Unfortunately we have no current estimation of how long it'll take, but we're trying hard to get the server back up and running as soon as possible.
We're sorry for any inconvinience this may cause you.
If you're looking for some time to kill, we again suggest giving Redirect_Left's Sumo server a go: server.sumoserv.com:7777
Update - The server still isn't fixed but it's running again because I'm hungry and need a break. I've narrowed the issue down to one of our plugins but will investigate more later.
Update - It's later, I'm investigating more

As you may remember, for years SACNR had a "sumo" server which ran seperately to SACNR. Unfortunately, the code for this gamemode has been long lost and the server hasn't been up since last August when we moved the server to France. From today on, you'll be able to enter the Corvin Stadium in San Fierro to play Sumo within SACNR.
What is Sumo?
Sumo is a Derby-like playmode in which the goal is to remain on the map the longest, while also trying to push others off it.
Winner of the round is whoever manages to stay alive and not fall of the map for a specified amount of time.
The rounds are played on maps especially made for Sumo, with the hopes that we'll be able to accept community made content in the future.
Other Updates include:
Shooting a player with a hit contract will now cause wanted levels ;
Players not gaining wanted levels for shooting hits was previously put in place so cops wouldn't hide in interiors and instantly arrest any hitmen. As the arrest mechanic has now changed, we believe it makes sense to revert the system to how it used to be.
Added /mgsts (minigame stats) as a replacement for /dmsts - this includes your sumo stats.
As always, let us know what you think
